The Queer Commons Project scales systematically. By launching each enterprise as a distinct phase, we ensure operational stability, strict regulatory compliance, and compounding community impact. Phases 1 through 5 will be realized sequentially, establishing a self-sustaining financial foundation for permanent civic infrastructure in Oregon.
To maintain financial discipline and operational excellence, QCP executes its roadmap one project at a time. All current organizational resources are focused 100% on Phase 1: acquiring our Front Street warehouse to launch Tectonic as our flagship $35/hour workforce development laboratory.
THE MULTI-VENUE ROADMAP
Long-Term Community Housing & Reinvestment
As QCP’s hospitality network reaches multi-venue maturity, operating surpluses will directly capitalize our long-term housing initiative: securing dedicated real estate to provide safe, mid-term transitional housing.
Rather than trying to deliver every social service in-house, QCP focuses on providing what we do best—a stable, dignified homebase. To support residents beyond their housing, we connect individuals with specialized service navigators and community partners who assist with healthcare, legal aid, and long-term stability resources.

1. The Salem Queer Youth Scholarship Fund
Launching as Tectonic reaches operational stability, this fund provides direct financial grants exclusively to local Salem residents. To support true career mobility, the fund maintains strict parity between 4-year higher education degrees and accredited vocational/trade certifications.
2. The Workforce Equity Referral Pipeline
To provide a reliable path to economic stability for individuals facing structural barriers—including housing insecurity, workplace discrimination, carceral reentry, and recovery maintenance—QCP connects local program partners to our objective, BOLI-aligned apprenticeship recruitment framework. Qualified candidates enter our randomized lottery for $35/hour paid vocational training slots at Tectonic.
3. The Queer Entrepreneurial Seed Grant Program
Designed as a career launchpad for graduates of our 3-year vocational apprenticeship, this initiative will provide non-dilutive seed capital, technical assistance, and mentorship to help emerging micro-business founders launch independent ventures across the region.
