The hospitality and nightlife industries generate billions across the Pacific Northwest, built disproportionately on the labor of queer, trans, BIPOC, and disabled workers. Yet the underlying business model remains predatory: volatile tipped wages that mask sub-minimum base pay, arbitrary scheduling, zero employer-paid benefits, and persistent structural discrimination.
When service workers face systemic bias, they are trapped in survival mode. The resulting vulnerability leads directly to chronic underemployment, wage theft, and housing instability.
The Queer Commons Project exists to permanently replace that broken dynamic.
We are not an informal advocacy initiative or an emergency aid fund. We are constructing an uncompromised, self-sustaining social enterprise ecosystem: a debt-free, three-year paid vocational residency anchored in registered apprenticeship standards. By pairing accredited classroom instruction with live, high-volume hospitality laboratories, QCP equips participants with the certified technical mastery, operational acumen, and managerial credentials required to command thriving, family-wage careers across the industry.Transforming Service Work into Generational Sovereignty
Our Charitable & Educational Mandate (IRC 501(c)(3))
The Queer Commons Project is organized and operated exclusively for charitable and educational purposes under Section 501(c)(3) of the Internal Revenue Code:
Eliminating Systemic Underemployment: We break systemic cycles of poverty by creating a direct, debt-free, wage-guaranteed pipeline into stable, long-term hospitality leadership. Our cohort admissions prioritize underemployed queer individuals—with explicit focus on BIPOC, transgender, non-binary, and disabled community members.
Accredited Vocational Mastery: Developed in formal alignment with the Oregon Bureau of Labor and Industries (BOLI) Apprenticeship and Training Division, our curriculum combines rigorous Related Training Instruction (RTI) with thousands of hours of supervised On-the-Job Training (OJT). Trainees master every tier of the industry—from trauma-informed conflict de-escalation and safety systems to scratch culinary arts, beverage architecture, inventory control, and enterprise financial management.
Pioneering Community Harm Reduction & Public Safety: We train our cohorts to lead with proactive care. Every apprentice masters life-saving crisis intervention, overdose reversal protocols, and verbal de-escalation, establishing an operational standard that protects community members while eliminating unnecessary reliance on municipal law enforcement.
How Our Social Enterprises Operate
QCP does not develop commercial venues for private enrichment. Every physical property acquired and operated by the organization functions primarily as an active instructional laboratory.
Within our spaces, the front door, dining floor, bar, and scratch kitchen serve as live educational classrooms. Resident apprentices train directly alongside seasoned industry veterans, master culinarians, and licensed directors under strict, low instructional ratios:
Kitchen Operations: 1:2 Instructor-to-Apprentice Ratio
Access & Safety Control: 1:2 Instructor-to-Apprentice Ratio
Floor Service & Dining Logistics: 1:4 to 1:6 Instructor-to-Apprentice Ratio
Every scratch meal prepared, every high-volume door managed, and every inventory audit completed represents a tracked, state-recognized competency unit.
Because QCP is a public benefit non-profit, 100% of net enterprise revenues cycle directly back into the mission—funding thriving apprentice wages, comprehensive healthcare coverage, instructional overhead, and physical training infrastructure.
The Economic Dignity Standard
Vocational education fails when trainees are forced to choose between classroom instruction and basic survival. We reject the assumption that service workers must endure economic exploitation to learn a craft. QCP guarantees every resident apprentice the material security required to succeed:
$35/Hour Guaranteed Base Wage: Every apprentice earns a predictable, thriving wage of $35 per hour across every single service shift and classroom instructional hour. No sub-minimum wages. No wage volatility.
100% Employer-Paid Healthcare: Full comprehensive medical, dental, and vision coverage for every apprentice working 30 or more hours per week, securing physical wellbeing and bodily autonomy.
100% Tip-Free Operations: Operating entirely gratuity-free eliminates power imbalances between patrons and staff, shields workers from discriminatory guest behavior, and grounds compensation strictly in professional labor value.
Zero Tuition, Zero Debt: Trainees pay nothing to participate. All state licensing fees, exam costs, study materials, and certification expenses (OLCC, ServSafe, American Red Cross) are fully funded by QCP.
Generational Impact & Fiscal Stewardship
The Queer Commons Project operates under the stewardship of an independent Board of Directors committed to radical transparency, legal rigor, and generational community investment.
Operating under comprehensive 501(c)(3) fiscal sponsorship while our direct federal determination advances, all capital gifts and charitable donations are held in strictly ring-fenced project funds dedicated exclusively to property acquisition, instructional buildouts, and apprentice compensation. Our bylaws, financial statements, and organizational filings remain open to public inspection.
